Our Team

Philipp Munzinger is the Cluster Coordinator/Programme Director of the GIZ Energy Support Programme (ESP). Philipp builds on more than ten years of experience in advising government bodies and industries on climate and sustainable energy policy, technology transfer and capacity building programs in various countries. Philipp holds a BSc. in Environmental Economics and Business Management and a MSc. in Environmental Sciences (Energy Economics). Prior to Vietnam, Philipp worked in various GIZ positions on climate and energy in the Philippines, Indonesia and Germany.

Mr. Sven Ernedal is the Chief Technical Advisor for the GIZ Renewable Energy and Energy Efficiency Project in Viet Nam since 2018 and the Project Manager of the “EU-Vietnam Energy Facility” project, co-financed by the EU and by the Federal Republic of Germany, during the period 2018-2021. He is responsible for the overall management, planning and implementation of all activities and for the cooperation with international and local partners and he provides policy advisory support in the areas of renewable energy and energy efficiency. He was the International Coordinator, Secretariat of the Viet Nam Energy Partnership Group (VEPG) from June 2021 to June 2022. He is currently leading the Offshore Wind Development Task Force under the VEPG Technical Working Group 2 on Renewable Energy. Prior to Vietnam, Sven worked as Programme Director of the GIZ Sustainable Energy Project in Tanzania for five years and as Programme Director for the GIZ Energy Efficiency and Renewable Energy Programmes in Mongolia for six years. Earlier, he worked both as the EU Co-Director for the EU-China Energy and Environment Programme and as First Secretary in the Cooperation Section of the EU Delegation in China. Sven holds a MSc degree in Applied Physics and Electrical Engineering from Linköping Institute of Technology in Sweden. He speaks Swedish, English, German and basic Mandarin.

Chi Mai is the Team leader of Renewable Energy Component. Before joining GIZ Viet Nam, Chi Mai worked for international development organizations (Oxfam, UNDP…) dealing with social issues, namely anti-human trafficking and civil society in Viet Nam. Working in the development sector enables Chi Mai to deal with different social classes and topics; and thus enriches her life experiences. Besides, working in GIZ helps her to contribute to the development of Viet Nam, both at the macro and micro levels. Chi Mai earned a MSc in Economics from Vienna University of Economics and Business Administration, Austria. She also got a BSc in French from the National University of Hanoi.

Markus rejoined the Renewable Energy and Energy Efficiency project in July 2019 as the Team leader of Energy Efficiency for the 4E project. He is now also the Project Director of SGREEE. Markus is an expert in energy supply and –services. He has more than 20 years of professional experience in the municipal and industrial energy sector. Before joining GIZ in 2019, Markus was the Technical Manager of a municipal energy and water supplier in Germany. As Technical Manager Markus led a team of 40 employees and was responsible for the technical, regulatory and commercial management of all grids and facilities in the sectors electricity, natural gas, water, and heat. Simultaneously, Markus was the CEO of IPTro (Industry Park Troisdorf GmbH), an industrial energy service company, which is focused on energy management and energy control solutions. From 2016 to 2017 he worked already as Head of Component- Energy Efficiency for GIZ and implemented EE-activities like the Energy Efficiency Network approach, Improvement of the energy efficiency database, Energy Audit review and the Energy Efficiency Award 2017. Markus holds a German diploma in plant engineering from the University of Applied Sciences in Krefeld.

Ms. Le Thoa is currently the technical team leader of the project ‘Rooftop solar power in Commerce and Industry’ (CIRTS). Previously, she worked as the technical team leader of the Project ‘Climate Protection through Sustainable Bioenergy Market Development in Vietnam’ (BEM). She has more than 20 years of working in the energy sector. Before GIZ Viet Nam, Le Thoa worked for several international development organizations including USAID, ADB, UNEP, and SNV, and for state-management authorities within the Ministry of Industry and Trade in renewable energy. She has extensive experience in developing policies, mechanism and providing technical support for renewable energy programs in Viet Nam. She holds a Master of Science degree in energy economics and planning and a Ph.D. in economic management.

Joscha Albert joined the ‘Shifting Investment Flows Towards Green Transformation’ (SHIFT) project as Energy Sector Lead in September 2023. In this capacity, his focus is on shifting public and private investments towards a just energy transition in Vietnam. Joscha has more than ten years of professional experience in the field of sustainable economic development, particularly in financial systems development.

Anh Mai is the Finance & Admin Manager of the ESP. She is in charge of leading the Programme’s Finance & Admin Team, which includes financial controlling, accounting, procurement management and administration. Before GIZ, she worked in similar management roles for JICA, Swisscontact, APCO Worldwide, Winrock International, Agriteam Canada and PATH Vietnam. She has extensive experience in the development sector and in projects supported by international donors, as well as experience working with governmental partners at national and local levels. She graduated from the Hanoi National Economic University with a Bachelor of Economic – Banking & Finance, before pursuing a Master of Business and Administration at the Asian Institute of Technology (Thailand).

Cam has joined Energy Support Programme since January 2017 as a Logistic Coordinator. She started to work for GIZ in August 2012 and before joining ESP, she did work for different projects/programme of GIZ including Health programme, Migration of nurses from Vietnam to Germany, Human Capacity Development Unit and Volunteer Programme “Weltwärts mit der GIZ”. Cam obtained the Bachelor of Arts degree in German and English, Hanoi University.

Before joining GIZ, he has experienced 10 years working for state-managament authorities within MOIT in the field of energy and electricity (i.e: Electricity Regulatory of Viet Nam – ERAV, General Directorate of Energy – GDE, Eletricity and Renewable Energy Authority – EREA). He has been working in various managemental positions i.e Deputy Director of Center for Training and Consultancy, Deputy Director of Planning Department, Deputy Director of Center of Consultancy, Training, Information of Electricity and Renewable energy. Thus, he has strong and in-detph background on MOIT, enery and electricity sector, especially legal system, national and provincial power development plan, technical design of electricity constructing projects. He has Bachelor degree of Power system engineering from HUST and a Master degree of Sustainable Electrical power from Brunel University – West London, United Kingdom.

Ta Quang Hung joined the ESP on Sep 2020 as the Senior Project Officer for the Project Clean Affordable and Secure Energy for South East Asia (CASE). His main job is to implement the Project in Vietnam and at the same time act as a contact person connecting domestic partners with the Project’s Office in Thailand. Hung joined the ESP from Truong Thanh Vietnam Group JSC, a project developer of wind and solar energy, where he worked as Deputy Director of Renewable Energy since 2018. Previously, he worked for Action on Poverty, CARE International and East meets West Foundation since 2010. Hung holds a BA in International Economics and a Master of Development Studies from the University of Melbourne.

Henri Wasnick joined the Energy Support Programme in February 2022 as a Technical Advisor for the Smart Grids for Renewable Energy and Energy Efficiency project. Previously Henri Wasnick was the Senior Advisor for Renewable Energy at the Institute of Energy (IE), a branch of the Ministry of Industry and Trade (MOIT). The IE acts as a think tank and service provider in the fast-growing energy market of Vietnam and is a key partner of the Energy Support Programme. He is an economist with a strong background in renewable energy and 12 years of industrial- and project experience and track record in the wind energy sector and was developing and heading a department of a wind project developer and manufacturer of wind power turbines in Germany. He also worked for a Swedish company in the renewable energy sector in a management position.

Tung’s main function is to ultimately coordinate with mutual key stakeholders to develop Vietnam energy information system (VEIS) which provide relevant, timely and high-quality energy data and statistic to policy makers, data providers, economic agents, development partners and the broader public. In his capacity, he provides technical inputs and supports to execution bodies in the term of capacity building, institutional, data & statistic and data management system. By joining GIZ Vietnam, Tung could deploy his expertise effectively in the energy and research & monitoring fields thanks to his practical experience working in both private and development sectors as well as extensive knowledge in his previous studies in various training & educational programs including MBA at Asian Institute of Technology (Thailand) and chemical engineering at Hanoi University of Technology.
