Nguyen Hong Ngoc Trang
Energy Advisor/SHIFT
Trang is a team member of the Renewable Energy and Energy Efficiency (4E) Project/EU – MOIT/GIZ Energy Support Programme, mainly focusing on Energy Efficiency Capacity Development. Trang holds a Master’s Degree in Engineering from the Hamburg University of Technology and is also a MOIT Certified Energy Auditor. She has more than 10 years of working in Energy Efficiency and Energy Management within the private sector and Alternative Fuels & Raw Material in the cement industry in Vietnam. She has held various positions, including project consultant, project manager, business development manager. Her passion is to promote Energy Efficiency as an Energy Resource for sustainable business & society.

Bui Ngoc Thuy

Thuy joint the ESP in April 2020 and will be responsible for the implementation of capacity building measures with a focus on Renewable Energy, Energy Access, Energy Database, and Sector Reform within the 4E project. Thuy gained her Master’s Degree in Commercial Law from the University of Melbourne and a Bachelor’s Degree of Law specialized in Commercial and International Law from Law University of Hanoi. Before joining 4E/ESP, Thuy worked for various Government institutions including the Legal Department of the Commission of Management of State Capital at Enterprises; EVN Legal Department and ERAV Legal Department.

Nguyen Phuong Thao joined the Energy Support Programme (ESP) in September 2018. She is currently working as Project Officer for the joint Renewable Energy and Energy Efficiency (4E) and EU-Vietnam Energy Facility (EVEF) Project as well as a member of the Vietnam Energy Partnership Group (VEPG) Secretariat. Before joining GIZ, Thao was an expert on ASEAN-related issues. She worked for the Ministry of Foreign Affairs of Vietnam for 9 years in several positions; among them being a placement in the ASEAN Secretariat in Jakarta where she gained experience in intergovernmental coordination and negotiation. Thao holds a Master’s Degree in International Business from the University of Sydney, Australia and a Bachelor’s Degree in Business English from Hanoi Foreign Trade University, Vietnam. Thao speaks English, Vietnamese and Standard Mandarin (basic).

Cao Le Thu Trang

Cao Le Thu Trang joined the Commercial and Industrial Rooftop Solar (CIRTS) project as a Project Officer in August 2021. Before joining GIZ, Trang had the 12-year working experience in both Vietnam and Europe, in which she worked closely with regulatory bodies, local and central authorities, investors, project developers EPC contractors, commercial banks, financial institutions, research centres, academic institutions, local and international development agencies. She holds a Master’s Degree in Policy analysis, strategic management in the public and non-profit sector from Willy Brandt School of Public Policy in Germany. Thu Trang hopes that with her deep knowledge and understanding of policy and regulatory framework of renewable energy and energy efficiency, particularly rooftop solar, she could contribute to the clean energy transition in Vietnam.

Le Ha Phan

Ha Phan joined the Energy Support Programme (ESP) in Viet Nam as project officer for the CIRTS project in December 2021. He holds a Bachelor’s degree in electrical engineering from Ho Chi Minh City University of Technology in 2019 and a Master’s degree in electrical engineering for sustainable development from Arts et Métiers Paristech, France in 2021. His research interests include electrical power system analysis, renewable energy forecasting techniques and energy management for e-mobility. He hopes to find solutions for existing issues of Vietnam power grids concerning renewable energy integration.
Ha Phan joined the Energy Support Programme (ESP) in Viet Nam as project officer for the CIRTS project in December 2021. Minh holds a bachelor’s degree in Heat and Refrigeration field at the Hanoi University of Science and Technology and a master’s degree at National Cheng Kung University in Taiwan at natural products. He had more than seven years of working in the development sector, partly Heat Energy and Environment. He worked as a Renewable Advisor in the Netherlands Development Organization SNV and Biomass and Boiler Consultant in the GERES organization and gained experience in different energy projects, including improved cookstove, biogas, biomass, solar pumping, boiler, and heat equipment. With his education background and extensive experience, Minh hopes that he will contribute to the solutions for biomass projects in Vietnam.

Tran Vu Diem Hang

Ms. Tran Vu Diem Hang holds a Barchelor’s degree in English linguistics and a Master’s Degree in Climate Change at Vietnam National University. She had nearly twenty years of working in the development sector, particularly the environment and energy. She worked as a Verification specialist on Result – based Water and Sanitation program for the World Bank, supply chain specialist in the Netherlands Development Organization (SNV) and recently as Project Manager of Multi Actor Partnership toward 100% Renewable Energy for implementing NDC in Green Innovation and Development Center (GreenID). She participates in program design, communication, capacity building, monitoring, and policy advocacy through the implementation of various environmental and energy projects. With her educational background and diverse experience, Hang hopes to contribute to solutions for biomass projects in Vietnam and GIZ’s ESP program.

Do Minh Tam

Tam Do has started working for the ESP in July 2021 as a Project Officer of the Climate Protection through Sustainable Bioenergy Markets in Vietnam (BEM) Project. Her focus will be on capacity building to related stakeholders and supporting in the development of legal framework for bioenergy projects. Before joining GIZ Viet Nam, Tam worked for multicultural firms (Canon Vietnam Co. Ltd, WWF-Vietnam, …) on environmental engineering, climate diplomacy, manufacturing and mining sector, and now specialises in the renewable energy sector. Tam is a passionate professional with eight years of experience in compliance and regulatory requirements, government engagement and market analysis. Tam earned a Master of Public Policy from School of Public Policy and Management, Fulbright University Vietnam, and BSc on Geology from Vietnam National University. She is the EnerTracks Energy Transition Fellow at Agora Energiewende, Smart Energy for Europe Platform (SEFEP) GmbH.

Le Van Hoang

Hoang joined the Energy Support Programme (ESP) in March 2023 and is currently working as Project Officer for the Commercial and Industrial Rooftop Solar project (CIRTS). He holds a Bachelor degree of Power system engineering from Hanoi University of Science and Technology. He has been working in the electricity sector for almost 16 years, and has experience in working with authorities such ERAV, EVN, PCs, etc. With his educational background and diverse experience, he do hope that he can contribute to technical solutions for CIRTS project as well as GIZ’s ESP program.
Hoang joined the Energy Support Programme (ESP) in March 2023 and is currently working as Project Officer for the Commercial and Industrial Rooftop Solar project (CIRTS). Nghiem Thi Ngoan

Nghiem Thi Ngoan joined the Energy Support Program in July 2022, she is working as a Project Officer for Clean Affordable and Secure Energy for Southeast Asia (CASE) project. Her main job is to provide technical inputs and assistance to project activities in Vietnam. Before GIZ, Ms. Ngoan spent some time working as a market research department manager at Vietnam Petroleum Institute (VPI). She was responsible for energy markets in Vietnam and Asia Pacific area. Prior to joining VPI, she worked at the Institute of Energy Science (IES), Vietnam Academy of Science and Technology, where she gained experience in energy demand forecast, optimizing the development of Vietnam’s energy system with consideration to national security, sustainable development, and master plans of electrical power system development at a provincial level in Vietnam. Ms. Ngoan holds an MBA from the Hanoi University of Science and Technology (HUST). She graduated with an engineering degree from the HUST, majoring in energy economics in 2009.

Hoa graduated from Hanoi University of Science and Technology and passed various roles during his working 16 years but mainly as: Head of Electrical Department in EPC coal fired power project management boards (Uong Bi 1x300MW, Vung Ang 2x600MW, Song Hau 2x600MW); Project Officer/ Technical engineer in charge of technical/ bidding works for several substation projects (Vung Ang 220kV, Song Hau/ Long Phu 500kV) and other industrial projects. His past experience is focusing on the power project management works, electrical design review, bidding works. Hoa joined the MOIT/GIZ Energy Support Programme from 1st November 2018.

Ms. Lan Anh joined ESP as Executive Assistant to the ESP Management Team in 2019. Then in July 2021, she started her new role as a Junior Project Officer – Knowledge Management of 4E Project. Before joining GIZ, Ms. Lan Anh worked for 8 years at the VN branch of the Asian Institute of Technology as a Program Assistant in international environmental and development programs funded by international donors such as World Bank, ADB, USAID, DFAT, SDC. She has extensive administrative experience in working with a wide range of partners and stakeholders including government agencies, public and private enterprises; providing secretariat support to managers and coordinators; organizing capacity-building workshops; etc. Ms. Lan Anh holds an International Executive Master’s degree in Business Administration at the Asian Institute of Technology (AIT), Thailand and a Bachelor’s Degree in English Language Teacher Education at the University of Languages and International Studies, Vietnam National University, Hanoi, Vietnam.
