The TEV project aims to foster the development of a long-term political energy transition strategy, including legal and regulatory fundamentals, as well as the transfer of technological knowledge for a low-carbon, environmentally friendly energy transition.

The project will create synergies between the ongoing energy activities in Viet Nam by: (1) leveraging the expertise of Vietnamese stakeholders to provide advice at a high political level; (2) learning the best energy transition strategies from international countries; (3) analyzing the socio-economic impact of different energy transition scenarios; and (4) promoting energy sector coupling such as heat supply, industry and mobility.

 

ACTIVITIES

The TEV project plans a series of activities around 3 outputs:

Output 1: Improved MOIT’s competencies in developing energy transition strategy.

  • Advise on modelling energy transition technology scenarios.
  • Advise on verifying assumptions and results of energy transition technology scenarios.
  • Advise on the implementation of socio-economic and gender-specific impact analyses for energy transition technology scenarios.
  • Advise on deriving policy recommendations for a fair energy transition strategy and coherent implementation planning.

Output 2: Improve MOIT’s competences in legal and regulatory implementation of energy transition.

  • Facilitate exchange of good practices on effective design of legal-regulatory framework and coordinated regulation for sector coupling.
  • Advise on conducting a gap analysis between the requirements of the energy transition strategy and the existing legal framework.
  • Advise on developing recommendations for adapting the legal and regulatory framework.
  • Facilitate international exchange and networking on legislation and regulation for just energy transition.

Output 3: Promote new knowledge on technology solutions that support the energy transition.

  • Provide training for specialists and managers on technological requirements for energy transition.
  • Facilitate peer-to-peer exchange (e.g., via exchange with German women’s networks from the energy sector) on sector coupling and associated business models.
  • Together with future key users to identify potentially suitable technology solutions for Viet Nam.

Develop pilot applications of technologies that enables energy transition, assess and ready them for knowledge dissemination.
