On April 27, 2021, a workshop about offshore wind on logistic and supply chain management has been organized in Hanoi. The workshop was co-hosted by the Renewable Energy and Energy Efficiency Project (4E Project) and the Viet Nam Institute of Energy. The event aims at providing a consistent background on how companies in the offshore wind energy sector plan organize and execute their logistics and manage complex, manifold industry supply chains.
The workshop was attended by Dr. Tran Ky Phuc, General Director of Institute of Energy (IOE), Dr. Nguyen Anh Tuan, Director of Renewable Energy Center of IOE, Mr. Henri Wasnick, Senior Advisor to the Renewable Energy Center of IOE, and Ms. Vu Chi Mai, Head of Renewable Energy of 4E Project. The event also welcomed around 60 participants, who are representatives from government authorities and companies operating in the wind energy sector.
During the half-day workshop, the participants were actively discussed on different perspectives of developers, legal, manufacturers and supply chain regarding logistics and supply chain risks of offshore wind. Several logistics and supply chain risk management measures were taken into consideration and proposed to implement, especially for offshore heavy lift operations and transport of project cargo. The workshop also discussed on technical requirements for development of new market of bottom-fixed & floating wind farms. Besides, the best practice experiences in the offshore wind sector when entering new market was presented as recommendations for Viet Nam to address current key challenges.
Dr. Tran Ky Phuc stated: Viet Nam has a lot of potentials and advantages to develop the offshore wind power industry. According to Resolution No. 55-NQ/TW of the Poliburo on the orientation of the National Energy Development Strategy of Vietnam to 2030, with a vision to 2045, offshore wind power is a breakthrough solution. Viet Nam’s offshore wind power in the period up to 2045 is expected to reach about 20 GW. However, state management agencies, consulting firms as well as investors are facing many difficulties in the management, design and logistics services during submission of offshore wind power projects. This workshop hopes to partially solve those challenges.
Mr. Henri Wasnick shared: “Offshore Wind has the potential to play a major role in Vietnam’s energy transition, specifically in CO2 reduction, energy security and socio-economic goals of Viet Nam. A sustainable local supply chain has a huge potential to lead to low energy prices and an independent export industry for specific parts. This must be expanded further in order to bring together and use national and international resources in a meaningful way.”
Together with other renewable energy sources namely solar power, biomass, etc., wind energy sector could make a huge contribution to support Viet Nam meeting its twin goals of reducing greenhouse gas emission and having secure, reliable power supply at a reasonable cost. It is expected that the expansion of wind projects will increase significantly. The improvement of the logistics and supply chain management for wind projects in general and offshore wind in particular should help to avoid possible delays in project operation and to map projects more efficiently. The utilization of local added value, accompanying with setting the right framework conditions, can help Vietnam build up a better energy market.
The Renewable Energy and Energy Efficiency (4E) Project has been implementing since 2015 until now. The main objective of the 4E Project is to further develop the legal, regulatory and institutional preconditions as well as related capacities to channel investment towards renewable energy and energy efficiency. The Project is commissioned by German Federal Ministry for Economic Cooperation and Development (BMZ), with Viet Nam’s Ministry of Industry and Trade (MOIT) as its Political Partners and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
