Project developers in emerging wind power markets in Southeast Asia and Sub-Sahara Africa not only encounter barriers such as low feed-in tariffs, but also face challenges when it comes to administrative procedures, e.g wind project licensing process and Power Purchase Agreement (PPA) negotiation and implementation. For instance, in Vietnam, a Standardized Power Purchase Agreement (SPPA) template for grid-connected wind power projects was issued, among other measures, through Decision No. 37/2011/QD-TTg on supporting mechanisms for wind power projects. This SPPA, however, lacks clarity in many aspects and raises several issues, including dispatch risk, foreign exchange, changes in law and tax, and a lack of state guarantees. Those challenges were recently discussed at the Wind Power Investment Guidelines Validation Workshop co-hosted by GIZ and the General Directorate of Energy (GDE) under the Ministry of Industry and Trade (MoIT).

Between the 26th and 30th September, the GIZ Project Development Programme (PDP), under the “energy solutions – Made in Germany” initiative of the German Federal Ministry for Economic Affairs and Energy (BMWi), is organizing a Wind Energy Fact-Finding tour to Germany for project developers and public entity representatives from those countries with emerging wind markets. The delegation will participate in workshops presenting key features of PPAs, and learn how to implement and adapt these to their national political frameworks. Apart from this, the participants will attend the world’s leading expo on wind energy, WindEnergy Hamburg 2016, where they will receive first-hand market data and information on technology innovation and development, as well as meet potential partners and gain business opportunities.
