Our Team

Minh Tam started working for GIZ ESP in July 2021. She focuses on capacity building for related stakeholders and supporting the development of a legal framework for renewable energy projects, especially rooftop solar, biomass, and biogas. Tam is a passionate professional in compliance and regulatory requirements, government engagement and policy analysis. Before joining GIZ ESP, Tam worked for multicultural firms (Canon Vietnam Co. Ltd, WWF-Vietnam) on environmental engineering, environmental management systems, climate diplomacy, manufacturing and mining sectors, and now specialises in the electricity sector. She earned a Master of Public Policy from the School of Public Policy and Management, Fulbright University Vietnam, and a BSc in Geology from Vietnam National University. She is the EnerTracks Energy Transition Fellow at Agora Energiewende, Smart Energy for Europe Platform (SEFEP) GmbH.

Ngoc Thuy is an Energy Advisor for Promoting the Transition of the Energy Sector in Viet Nam, GIZ ESP. With more than 17 years of experience, she specializes in legal and policy advisory and development, especially in the energy sector. Ngoc Thuy previously worked in the legal departments of various government authorities, including the Electricity Regulatory Authority of Viet Nam under the Ministry of Industry and Trade, Viet Nam Electricity, and the Commission for the Management of State Capital at enterprises. She holds a Bachelor’s Degree in International – Economic Law and a Master’s in Commercial Law from the University of Melbourne, Australia.

Nghiem Thi Ngoan is an Energy Advisor for CASE Project under GIZ ESP. Ngoan has 15 years of experience in energy market research and optimisation of energy systems considering energy security and sustainable development. Prior to joining GIZ, Ngoan worked as Head of the Energy Market Department at the Viet Nam Petroleum Institute, PetroViet Nam, and as a Researcher at the Institute of Energy Science, Viet Nam Academy of Science and Technology. Ngoan holds a Bachelor’s degree in Energy Economics Engineering and an MSc. in Business Administration from Hanoi University of Science and Technology.

Nguyen Duy Linh is a dynamic force driving the energy transition in Southeast Asia, along with his teammates in the transformative CASE project. Linh brings over two years of experience as a Portfolio Manager at GIZ Vietnam, where he supported the development of a portfolio of energy projects. His journey in the field of Government Affairs and Public Policy began at institutions like the Konrad Adenauer Foundation and Vingroup. Linh holds a Bachelor’s in Geography from the University of Hamburg, Germany, and the University of the Witwatersrand, South Africa.

Huong Lan is a Junior Project Officer for the Energy Partnership Project and the Gender Focal Point of the Secretariat supporting the Viet Nam Energy Women Network. She is interested in the gender and development nexus and is keen to contribute to the empowerment of women and the promotion of gender equality in Viet Nam. Before joining GIZ ESP, Lan had worked in various roles supporting project implementation, including Interpreter, Project Assistant, Secretary, Program Admin Officer, and Project Officer for several projects in the health, TVET and gender areas at different international organizations such as EU, LuxDev and Oxfam. She acquired her Master’s in Development Studies at the University of Melbourne, Australia.

Ngan is a Junior Programme Officer at the GIZ ESP. Her expertise encompasses many skills, including a remarkable proficiency in data analytics and interpersonal communication abilities. Prior to GIZ ESP, Ngan gained valuable experience in the marketing and communications field, thriving in positions at various national and international organizations. Ngan holds a bachelor’s degree in Media Research and Media Practices from the Technical University Dresden, Germany. She is fluent in Viet Namese, English, and German, making her a vital asset for cross-cultural communication.

Ngoc Linh joined GIZ ESP since November 2019. She is acting as the Programme’s PR and Communications Coordinator. She contributes to shaping the renewable energy narrative, coordinating media relations, and engaging with stakeholders to promote just energy transition and energy efficiency. Ngoc Linh has strong background in public relations, corporate communications, with demonstrated experience in developing and executing communication strategies. She graduated from the Diplomatic Academy of Viet Nam (DAV) before earning a Master’s Degree at Mod’Art International School in Paris, France.

Kim Ngan supports communications for the CIRTS and PDP Projects. Previously, she oversaw communications for the BEM and SGREEE Projects within GIZ ESP. Kim Ngan brings extensive experience in communications for development organisations. Before GIZ ESP, she worked for international NGOs and donor programmes across different areas, such as energy efficiency, relief and disaster mitigation, education, health, and HIV/AIDS prevention. She holds an MSc in Media and Communications Management from the University of Stirling (UK).

Ha Anh has been working at the GIZ Energy Support Program (ESP) since 2019 as the PR & Communications Officer. Ha Anh currently oversees communications-related tasks for the TEV, PtX Outreach, and Energy Partnership projects. She is mainly responsible for developing project communication plans, deploying awareness-raising activities, maintaining press relations, and managing social media channels. Prior to GIZ, Ha Anh had working experience in corporate communications in Europe after completing her master’s degree in international communications in the Netherlands and the UK. 

Van Hiep is a communications and public relations officer for the CASE and IKI JET CR projects under the GIZ ESP. He has a keen interest in Sustainable Development Goals, particularly the role of journalism and media in promoting a just energy transition in Viet Nam. With 10 years of experience as a television reporter, Van Hiep holds a Master’s degree in Journalism, Media and Communications from Cardiff University, UK. During his studies in the UK, he gained extensive knowledge in journalism research, thus developing his essential skills to design and implement communication campaigns aligned with organisational mission and vision.

Quan is a PR & Coms Officer and is responsible for managing the Progamme’s design and other visual related projects. Before becoming a member of GIZ, he had been working as a graphic designer for 5 years – Which provided him with ample experiences and knowledge in this particular field of visual communication. Quan spent his university years in the United States, not only for studying but also taking the chance to travel extensively. After graduating in 2016, feeling somewhat satiated with what he had learnt and seen, Quan decided to return to Vietnam to deepen his personal & professional experience within his home country.

Thu Hà is a Junior Knowledge Management Specialist at GIZ ESP. With over 10 years of experience in language services and project support, she is responsible for all translation, interpretation, and knowledge management tasks under GIZ ESP. Before joining GIZ ESP, she gained experience as a full-time language assistant and administrative assistant for the EU project “Capacity Building Support to the State Audit Office of Viet Nam” (EU-PFMO) and the UNDP and IrishAid-funded “Poverty Reduction Policies and Programs” project at the Ministry of Labor, Invalids and Social Affairs in Hanoi. Thu Hà holds a Bachelor’s degree in English Language Teaching and Education from the Viet Nam National University, Hanoi.
