Philipp Munzinger
Philipp Munzinger
Cluster Coordinator/ Programme Director

Philipp Munzinger is the Cluster Coordinator/Programme Director of the GIZ Energy Support Programme (GIZ ESP). Philipp builds on more than ten years of experience in advising government bodies and industries on climate and sustainable energy policy, technology transfer and capacity building programs in various countries. Philipp holds a BSc. in Environmental Economics and Business Management and a MSc. in Environmental Sciences (Energy Economics).

Prior to Vietnam, Philipp worked in various GIZ positions on climate and energy in the Philippines, Indonesia and Germany.

Project Director/CIRTS

Sven Ernedal is the Project Director of the CIRTS Project. He also leads the Offshore Wind Development Task Force under the Technical Working Group 2 on Renewable Energy of the Viet Nam Energy Partnership Group (VEPG). He was Project Director of the Renewable Energy and Energy Efficiency (4E) Project (2018- 2023) and the EU-Viet Nam Energy Facility Project (2018-2021).

Prior to Viet Nam, Sven worked as Programme Director of the GIZ Sustainable Energy Project in Tanzania for 05 years and the GIZ Energy Efficiency and Renewable Energy Programmes in Mongolia for 06 years. He worked as the EU Co-Director for the EU-China Energy and Environment Programme and as First Secretary in the Cooperation Section of the EU Delegation in China. Sven holds an MSc degree in Applied Physics and Electrical Engineering. He speaks Swedish, English, German and basic Mandarin.

Project Director/CASE Viet Nam

Vu Chi Mai is the Director of CASE Project in Viet Nam, under GIZ ESP.

Chi Mai has more than 15 years of experience in renewable energy and just energy transition, focusing on policy development, enhancing the capacity of stakeholders, and promoting international cooperation. Chi Mai has a Bachelor’s degree in French and English in Hanoi and a Master’s in Economics from the University of Economics and Business Administration in Vienna, Austria.

Vu Chi Mai is the Director of CASE Project in Viet Nam, under GIZ ESP.

Chi Mai has more than 15 years of experience in renewable energy and just energy transition, focusing on policy development, enhancing the capacity of stakeholders, and promoting international cooperation. Chi Mai has a Bachelor’s degree in French and English in Hanoi and a Master’s in Economics from the University of Economics and Business Administration in Vienna, Austria.

Markus Bissel
Project Director/TEV cum Team Leader of Energy Partnership Project/PDP/H2Uppp

Markus Bissel is the Project Director of the BMZ-funded projects Promoting the Transition of the Energy Sector in Viet Nam (TEV) and the upcoming H2Growth Project. Furthermore, he leads the Energy Partnership Project and Project Development Programme on Renewable Energy and Green Hydrogen, which BMWK funds. He also worked on the topics of Smart Grids and Energy Efficiency in the industry within GIZ.

Before joining GIZ in 2019, Markus was the technical manager of a municipal energy and water supplier in Germany and gained more than 20 years of professional experience in the energy sector. He holds a German diploma in process engineering from the University of Applied Sciences in Krefeld, Germany.

Le Thi Thoa is currently the Technical Team Leader for the CIRTS project and previously held the same position for the BEM project. With over 20 years of experience in the energy sector, she has a robust background in both international development and renewable energy.

Before joining GIZ ESP, Le Thi Thoa worked with several international development organizations, including USAID, ADB, UNEP, and SNV, as well as with state-management authorities in MOIT, focusing on renewable energy. She has extensive expertise in developing policies and mechanisms and providing technical support for renewable energy programs in Viet Nam.

She holds a Master’s degree in Energy Economics and a Ph.D. in Economic Management.

Team Leader of Financing the Energy Transition Component/SHIFT

Joscha Albert joined the ‘Shifting Investment Flows Towards Green Transformation’ (SHIFT) project as Energy Sector Lead in September 2023. In this capacity, his focus is on shifting public and private investments towards a just energy transition in Vietnam. Joscha has more than ten years of professional experience in the field of sustainable economic development, particularly in financial systems development.

Tran Thi Anh Mai is the Finance & Admin Manager of GIZ ESP. She is in charge of leading the Programme’s Finance & Admin team, which includes financial controlling, accounting, procurement management and administration.

Prior to GIZ ESP, Tran Thi Anh Mai worked in similar management roles for JICA, Swisscontact, APCO Worldwide, Winrock International, Agriteam Canada and PATH Vietnam. She has extensive experience in the development sector and in projects supported by international donors, as well as experience working with governmental partners at national and local levels.

She graduated from the Hanoi National Economic University with a Bachelor of Economic – Banking & Finance, before pursuing a Master of Business and Administration at the Asian Institute of Technology (Thailand).

Tran Thi Anh Mai is the Finance & Admin Manager of GIZ ESP. She is in charge of leading the Programme’s Finance & Admin team, which includes financial controlling, accounting, procurement management and administration.

Hoang Thi Cam has been with GIZ ESP since January 2017, currently serving as a Logistics Coordinator. Her journey with GIZ began in August 2012, during which she has contributed to various projects and programs, including the Health Programme, the Migration of Nurses from Vietnam to Germany, the Human Capacity Development Unit, and the Volunteer Programme “Weltwärts mit der GIZ.”

Hoang Thi Cam holds a bachelor’s degree in German from Hanoi University.

Duong Manh Cuong is a Senior Energy Advisor for the Project “Promoting the Transition of the Energy Sector in Vietnam” (TEV), under the GIZ Energy Support Programme (GIZ ESP). He specializes in advising on legal and regulatory frameworks and technology cooperation to promote energy transition in Viet Nam.

Prior to GIZ ESP, Duong Manh Cuong spent ten years working with various state management authorities under the Ministry of Industry and Trade (MOIT) in the energy and electricity sector. His roles included positions at the Electricity Regulatory Authority of Vietnam (ERAV), the General Directorate of Energy (GDE), and the Electricity and Renewable Energy Authority (EREA). He has held several managerial positions, including Deputy Director of the Center for Training and Consultancy, Deputy Director of the Planning Department, and Deputy Director of the Center for Consultancy, Training, and Information on Electricity and Renewable Energy.

Duong Manh Cuong holds a bachelor’s degree in Power System Engineering from Ha Noi University of Science and Technology (HUST) and a master’s degree in Sustainable Electrical power from Brunel University in West London, United Kingdom.

Ta Quang Hung joined GIZ ESP in September 2020 as a Senior Energy Advisor for the project Clean, Affordable and Secure Energy for South East Asia (CASE). He manages the project in Viet Nam and serves as the primary liaison, connecting regional partners in Thailand, Indonesia, and the Philippines, as well as coordinating with the Regional Office in Thailand.

Ta Quang Hung has amassed significant experience as a wind and solar energy project developer at Truong Thanh Vietnam Group JSC, where he has served as Deputy Director of Renewable Energy. Prior to this role, he worked with Action on Poverty, CARE International, and the East Meets West Foundation.

He holds a bachelor’s degree in International Economics and a master’s degree in Development Studies from the University of Melbourne.

Henri Wasnick serves as a Technical Advisor for the project Promoting the Transition of the Energy Sector in Viet Nam (TEV) and the project Energy Partnership. His work spans Renewable Energy, Energy Transition, Smart Grids and Energy Efficiency within GIZ ESP.

Henri Wasnick previously served as a Senior Advisor on Renewable Energy at the Institute of Energy, Ministry of Industry and Trade (MOIT). He also has nearly a decade of experience in the private sector, holding leadership and development roles with a wind turbine developer and manufacturer in Germany. Concurrently, he worked in a management position for a Swedish company specializing in renewable energy.

Henri Wasnick serves as a Technical Advisor for the project Promoting the Transition of the Energy Sector in Viet Nam (TEV) and the project Energy Partnership. His work spans Renewable Energy, Energy Transition, Smart Grids and Energy Efficiency within GIZ ESP.

Henri Wasnick previously served as a Senior Advisor on Renewable Energy at the Institute of Energy, Ministry of Industry and Trade (MOIT). Laura Gutiérrez is a Technical Advisor for the CIRTS project. She works with critical Viet Namese institutions to advance the development and integration of solar power.

Her work has centred around renewables and the energy transition for more than ten years. Laura has extensive experience in long-term energy planning, energy system decarbonisation, and variable renewables integration in the power system.

Previously, she worked as an energy analyst and joined GIZ as a Technical Assistance Coordinator. Her focus has been on the regions of Latin America and the Caribbean, Africa, and the European Union. She holds a BSc. in Mechatronics Engineering and a double MSc in Energy Economics and Management.

Laura Gutiérrez is a Technical Advisor for the CIRTS project. She works with critical Viet Namese institutions to advance the development and integration of solar power.

Her work has centred around renewables and the energy transition for more than ten years. Laura has extensive experience in long-term energy planning, energy system decarbonisation, and variable renewables integration in the power system.
