GIZ Energy Support Programme

GIZ ESP honored for actively contributing to Viet Nam’s investment environment

In Hanoi on May 15, 2023, the Vietnam Investment Review (VIR) – a press agency of the Ministry of Planning and Investment of Viet Nam – held a conference “Stronger investment partnerships for a thriving Viet Nam” and a recognition ceremony to honor foreign-invested enterprises and organizations for their great contributions to the development of Viet Nam over the past 35 years since the Law on Foreign Investment was introduced.  

At this event, the VIR awarded trophies to the GIZ Energy Support Programme (GIZ ESP) and other organizations for their contributions to the country’s sustainable development. These organizations and enterprises are pioneers in fostering innovation, creativity, technology application in production, business operation and corporate governance, connecting and promoting Viet Nam’s investment environment and helping the country become an attractive destination to foreign investors.

Addressing the event, Deputy Minister of Planning and Investment Do Thanh Trung affirmed that the foreign-invested sector has made great contributions to Viet Nam’s socio-economic development. “This sector is an important component of the Vietnamese economy. The Party and State have created favorable and equal conditions for the foreign-invested sector to cooperate and compete with other economic sectors,” said Deputy Minister Trung. 

Mr. Philipp Munzinger, Director of the GIZ Energy Support Programme shared: “This is a recognition of GIZ ESP’s efforts and contributions to Viet Nam’s sustainable development path. With the support of the international community, including Germany, and the firm commitment of the Vietnamese Government, we hope that Viet Nam will soon achieve its target of fast and sustainable energy transition, making a significant contribution to mitigating climate change and will achieve the net-zero goal by 2050.” 

The GIZ Energy Support Programme is one of three priority areas of cooperation between Viet Nam and Germany. This is a cooperation program between Viet Nam’s Ministry of Industry and Trade and the German Federal Ministry for Economic Cooperation and Development (BMZ). 

To date, the GIZ ESP has been working in Viet Nam for 10 years. The Programme aims to contribute to the country’s emissions reduction strategy and green growth strategy by improving the existing regulatory framework for Renewable Energy and Energy Efficiency to foster private sector investment and by increasing the professional and organizational capacities of key institutions and stakeholders. 
 
Activities which are carried out in all the projects of the Programme are under one of three action areas: Legal and Regulatory Framework, Capacity Development, and Technology Cooperation. 
 
Working closely with the Ministry of Industry and Trade, the Programme is supporting Viet Nam to achieve the UN’s Sustainable Development Goals in Renewable Energy and Energy Efficiency. 

GIZ ESP has succeed in: 

  • Providing technical analysis as a basis for the design of policies which enabled the renewable energy market development, in particular, the feed-in tariffs (FIT) for wind and solar power, bioenergy, and waste-to-energy.  

  • Savings potentials from 246 Key Energy Users identified; if realized, could supply annual electricity demand of 210,000 households.  

  • Promoting private sector investments in wind power plants, which had the total installed capacity of 377 MW by December 2019. The plants have produced clean electricity for 264,000 households.
