Summary of “Recommendations for Incentive and Financial Mechanisms Promoting Demand Response Programmes’ Implementation in Viet Nam” Assignment

Following the intermediate consultation workshop on Sep 24, GIZ and the Electricity Regulatory Authority of Vietnam (ERAV) – Ministry of Industry and Trade (MOIT) last week successfully co-organised the workshop summing up the abovementioned assignment with a view to leverage and optimize the power sector’s resources. 

Hosting the event were Mr. Tran Tue Quang – ERAV’s Deputy Director General and Mr. Markus Bissel – Director of GIZ Viet Nam’s Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) Project. The workshop welcomed representatives from affiliated entities under the MOIT, the Vietnam Electricity as well as experts from the Hanoi University of Science and Technology, and GIZ-assigned consultant team.  

At the workshop, the international consultants gave an introduction to Demand Response Programmes and reviewed the content of the previous intermediate consultation workshop held on 24th Sep 2020. Then the participants engaged in a sharing session from the consultants about the methodology and guidance to carry out Cost-Benefit Analysis (CBA) for DR in Viet Nam, numerical simulation examples using CBA and determination of financial incentive/tariff for DR programmes. Recommendations and action plans for Viet Nam were also put forward in this workshop.

After the presentations, the workshop recorded many questions, animated discussions and constructive suggestions to the consultant team, with a particular interest in the methodology to identify peak and off-peak hours of the system and also the benefits actually gained by stakeholders when joining DR programmes.
