ERAV’s 15 years of development – Congratulations!

GIZ Energy Support Programme would like to extend our warmest congratulations to the Electricity Regulatory Authority of Vietnam (ERAV) upon its recently awarded Labour medal of the second degree, a marked milestone of the authority’s 15 years of development. In light of this event, Mr. Tobias Cossen – our Programme Director – expressed his delight in the journey of collaboration with ERAV, which was captured in the ‘ERAV – 15 years of development’ clip. He said: “We highly appreciate the technical expertise that is already available within the ERAV, especially in view of the dynamic power sector. It is a great pleasure and honor to work together with ERAV on this topic”. Under Viet Nam and Germany’s bilateral technical cooperation, the GIZ Energy Support Programme and ERAV have been implementing the Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) project since 2018. Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the project aims at supporting the Government of Viet Nam in the implementation of its Smart Grid Roadmap to promote the modernization and automation of the national power transmission and distribution system. GIZ believes that the work of a regulator is very much crucial to a future successful development of the Vietnamese power sector. Viet Nam Academy Day 2020 – Promote Smart Grid’s Research and Applications

Following the first workshop on opportunities and challenges for the integration of rooftop PV into the national grid, GIZ and the Electricity Regulatory Authority of Vietnam (ERAV) co-organised the “Viet Nam Academy Day” workshop on fostering research and application activities of smart grid in the country on Dec 3-4.  The event brought a multi-dimensional approach on how to promote academic studies on smart grids and apply the studies. The participants overviewed several research activities by scholars from the Viet Phap University (USTH), Electric Power University (EPU) and ATS company as well as looked at the New Energy Nexus Viet Nam company’s model to incubate start-ups with initiatives about smart grid. From the German site, GIZ-assigned international consultants shared the C/Sells project, which explores the harmonization of network operation between transmission system operators (TSO), distribution network operators (DSO) and consumers/generators.  The participants then engaged in an in-depth discussion on finding solutions for such issues as necessary mechanisms to boost innovation and startup on smart grid, the adjustment of legal frameworks to minimize hurdles for proof-of-concept/pilot phase, companies’ expectations of researchers, methods to tighten links among scholar community, the private sector and EVN as well as the support of policymakers in the application process. Both scholars and policymakers were interested in the discussion as this form of forum brought research closer to EVN’s subsidiary entities. They could talk about opportunities, challenges and solutions to realise more research on smart grid and energy efficiency. The workshop was ended with a one-day field trip to the Da Nang Power Company, the Central Regional Load Dispatch Centre (A3) and the Center of Electronic Measurement Equipment (under EVNCPC). Attending the event were representatives from subsidiary entities under the Ministry of Industry and Trade, the Commission for the Management of State Capital at Enterprises, the Vietnam Electricity (EVN), load dispatch centers, experts from the University of Science and Technology (HUST), Electric Power University, Hue University, Da Nang University – University of Science and Technology, the Institute of Energy Science (IES), private companies and investors. Future Lab Workshop 2020

On Dec 2, GIZ and the Electricity Regulatory Authority of Vietnam (ERAV) successfully co-organised the Future Lab Workshop 2020 to identify bottlenecks associated with the integration of rooftop PV and discuss solutions. Formatted with the design thinking model, the workshop acted as a forum to foster understanding and ideating, encourage open-minded and broad perspectives. That is to say, the participants from different entities were grouped to find answers to questions under high time pressure. Representatives from subsidiary entities under the Ministry of Industry and Trade (MOIT), the Commission for the Management of State Capital at Enterprises, Viet Nam Electricity (EVN), load dispatch centers, experts from the University of Science and Technology (HUST), Electric Power University, Hue University, Da Nang University – University of Science and Technology, Institute of Energy Science (IES), private companies, investors altogether shared views and presented about why we want rooftop PV and what the opportunities, main challenges that concern integration and proposed potential solutions. Before that, participants had engaged in international consultants’ sharing on challenges for distribution network operators, system integration and administrative challenges. The workshop also launched for the first time a virtual training platform on Smart Grid with a thorough focus on Viet Nam context. Experts from Germany and the UK will be teaching the courses while learners, who are Vietnamese technical officials working in the power sector, are nominated by their organization. Summary of “Recommendations for Incentive and Financial Mechanisms Promoting Demand Response Programmes’ Implementation in Viet Nam” Assignment

Following the intermediate consultation workshop on Sep 24, GIZ and the Electricity Regulatory Authority of Vietnam (ERAV) – Ministry of Industry and Trade (MOIT) last week successfully co-organised the workshop summing up the abovementioned assignment with a view to leverage and optimize the power sector’s resources.  Hosting the event were Mr. Tran Tue Quang – ERAV’s Deputy Director General and Mr. Markus Bissel – Director of GIZ Viet Nam’s Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) Project. The workshop welcomed representatives from affiliated entities under the MOIT, the Vietnam Electricity as well as experts from the Hanoi University of Science and Technology, and GIZ-assigned consultant team.   At the workshop, the international consultants gave an introduction to Demand Response Programmes and reviewed the content of the previous intermediate consultation workshop held on 24th Sep 2020. Then the participants engaged in a sharing session from the consultants about the methodology and guidance to carry out Cost-Benefit Analysis (CBA) for DR in Viet Nam, numerical simulation examples using CBA and determination of financial incentive/tariff for DR programmes. Recommendations and action plans for Viet Nam were also put forward in this workshop. After the presentations, the workshop recorded many questions, animated discussions and constructive suggestions to the consultant team, with a particular interest in the methodology to identify peak and off-peak hours of the system and also the benefits actually gained by stakeholders when joining DR programmes. Intermediate consultation workshop: recommendations for promoting demand response programmes’ implementation in Viet Nam

Source: GIZ Energy Support Programme On September 24 in Hanoi, GIZ and the Electricity Regulatory Authority of Vietnam (ERAV) under the Ministry of Industry and Trade (MOIT) co-organised an immediate consultation workshop to gather experts’ views, which will be used as a foundation for developing financial incentive mechanisms to strengthen the implementation of demand response programmes for commercial and industrial customers in Viet Nam. Mr. Markus Bissel addressing the workshop Hosting the event were Mr. Pham Quang Huy – ERAV’s Deputy Director General and Mr. Markus Bissel – Director of GIZ Viet Nam’s Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) Project. The workshop welcomed representatives from affiliated entities under the MOIT, the Ministry of Finance and the Vietnam Electricity as well as experts from the Hanoi University of Science and Technology, Viet Nam Electrical Engineering Association and GIZ-assigned consultant team. At the event, the national consultants reviewed Viet Nam’s existing regulatory frameworks for carrying out demand response programmes while the international ones shared international best experiences and offered appropriate recommendations for the implementation. Following the presentations were many questions, intense discussions and constructive suggestions to the consultant team. All the comments will be incorporated and presented in the consultants’ final report.
