GIZ shares Policy recommendations for Power projects investment

GIZ shares Policy recommendations in the 4th Viet Nam Clean Energy Forum about “Regulations, Policies for power projects in Power Development Plan VIII (PDP VIII) – Challenges and Proposed Solutions” took place on July 11 in Ho Chi Minh City.

Mr. Markus Bissel, Project Director, representing GIZ ESP, presented several recommendations at the Forum on mechanisms and policies to realize the investment portfolio of power projects in PDP VIII. These are the results of several studies conducted within the collaborative framework of GIZ ESP and Vietnam Energy Association (VEA).

The main recommendations include:

  • Completing the legal framework for the investment and development of low-carbon emission power projects, flexible power sources, and energy storage sources to ensure capital recovery and reasonable profits for investors.
  • Completing the competitive electricity market to ensure transparency, objectivity, and fairness in scheduling the mobilization of power plants in the electricity market.
  • Completing the electricity pricing mechanism to closely reflect market signals regarding input fuel prices, thereby reducing the risk of losses for electricity suppliers, and ensuring credit ratings that enable capital mobilization from financial institutions.
  • Issuing regulations on environmental criteria and certification for projects qualifying for green credit and green bond issuance.

The event was organised by the Vietnam Energy Association, and steered by the National Assembly Committee on Science, Technology and Environment with the participation of nearly 250 delegates from government agencies, organizations, and businesses in the energy sector nationwide.
