NATIONAL DIALOGUE ON “SUSTAINABLE ENERGY TRANSITION – GOVERNANCE, FINANCE AND TECHNOLOGY”
Viet Nam is striving to realise the country’s strong commitment on decarbonisation through just and sustainable energy transition.
Ha Noi, 23 November 2022 – On 22-23 November 2022, the Standing Office of the Science, Technology and Environment Committee/National Assembly and the German Development Cooperation Agency (GIZ) co-chaired the National Dialogue on “Sustainable Energy Transition – Governance, Finance and Technology” within the scope of the “Clean, Affordable and Secure Energy for Southeast Asia” (CASE) project, sponsored by the German Federal Ministry for Economic Affairs and Climate Actions (BMWK).
The dialogue attracted the participation of more than 200 live and online delegates from committees and agencies of the Party, the National Assembly, the Government, Ministries, local governments, experts, scientists, managers, international organisations, and press agencies. Particularly, His Excellency Nguyen Duc Hai, National Assembly’s Deputy President, and His Excellency Guido Hildner, Ambassador of the German Embassy to Viet Nam paid attention and reserved the deep affection, responsibilities to attend and deliver opening remarks at the event.
Throughout the dialogue, there are exchanges and discussions on international experiences and Viet Nam’s practice in developing strategic orientations and plans for a sustainable energy transition to reach carbon neutrality by mid-century. Representatives from the National Assembly and the German Embassy to Viet Nam shared about functions, tasks, and role of the National Assembly in facilitating the energy transition (ET) roadmap; Ministries and scientific research institutes of Viet Nam also had discussions on the strategic orientations for sectoral development towards low emission targets. In addition, the Federal Ministry for Economic Affairs and Climate Action (BMWK) and the Indonesian Ministry of Energy contributed their hands-on experience of implementing roadmaps towards net-zero by 2060.
The initial results of ET have showed intertwined advantages and challenges, of which challenges are dominant; solutions to governance, with a focus on regimes, policies and laws, are the key for just and sustainable ET; financial, technological and technical aspects and decarbonisation roadmaps for economic corporations and groups in the energy sector towards climate change response; cooperation, including international cooperation, at global, regional, national, provincial, community levels, and among different sectors, areas and stakeholders plays a vital role.
The National Assembly and its agencies, the National Assembly Delegations, members of the National Assembly perform a key role in promoting sustainable ET through the fulfilment of their functions, namely legislation, supreme supervision, and decision-making of important issues of the country. In the immediate period, it is important to complete a legal framework for energy develop, focusing on research and assessment of the current status, and review of the legal system for comprehensive revisions of the Electricity Law, the Law on Economic and Efficient use of energy, the Law on Atomic Energy, and the Mineral Law, formulation of the Law on Renewable Energy; and efficient implementation of a thematic supervision of the National Assembly’s Standing Committee on “The implementation of policies and laws on energy development in the 2016 – 2021 period” in 2021.
In the opening remark of the event, H.E. Nguyen Duc Hai, Member of the Central Party’s Executive Committee, Deputy President of the National Assembly has emphasised: “In recent years, Viet Nam has emerged as a dynamic economy with a high growth rate. The demand for energy, especially electricity, is increasing. In order to achieve the goals of green, sustainable economic development and adaptation to climate change, the Party and State of Viet Nam have issued many guidelines, policies and laws on energy development, especially on February 11, 2020, the Politburo issued Resolution No. 55 on “Orientation of the Viet Nam’s national energy development strategy to 2030, vision to 2045”, which clearly states the view that “Ensuring National energy security is both a foundation and an important premise for socio-economic development. Prioritising fast and sustainable energy development associated with environmental protection, national defense and security and implementation of a progressive and just society is particularly important, which is also a core mission throughout the process of industrialisation and modernisation”. In order to implement the Resolution of the Politburo, the National Assembly, the Government at all levels, sectors and localities have been focusing on developing and implementing relevant programs, schemes, projects and tasks.”
Mr. Le Quang Huy, Member of the Central Party’s Executive Committee, Chairman of the Committee on Science, Technology and Environment of the National Assembly stated: “Sustainable energy transition in order to reduce greenhouse gas emissions, respond to climate change, protect the Earth’s climate system while ensuring energy security and minimising impacts on socio-economic development is an inevitable trend on a global scale that Viet Nam has promptly grasped and strongly promoted. This process requires great efforts of Viet Nam along with the support of the international community to solve challenges and inadequacies in terms of policy, governance, finance and technology.”
Ms. Vu Chi Mai, CASE Director shared that: “In the context of global response to climate change as well as the supply of energy from conventional sources, energy transition becomes a need and a solution more than ever. The energy transition process requires joint efforts and commitments of various authorities and units at all levels. Hence, in Viet Nam, CASE project is given an opportunity to work with the National Assembly – the highest organ of state power – to deal with this topic and this is really a good fit. In addition to the organisation and provision of high-level dialogue platforms, the project also conducts studies to show specific evidence which enables the National Assembly to further supervise and better promote just and sustainable energy transition.”
The event highly appreciated the GIZ Energy Support Progamme and the CASE project for their active and great efforts in co-organising this dialogue forum with the Standing Office of the National Assembly’s Committee on Science, Technology and Environment to exchange experience in promoting the ET in the world, the German experience in facilitating sustainable ET, Viet Nam’s policies to guide the ET as well as the role of the ET in adaptation and response to climate change.
To study and adopt the solutions and recommendations proposed by the experts today, it is necessary to continue joint research and multi-aspect expert consultations (recommendations for completing specific policies on finance, taxation, greenhouse gas emission control, technology transformation, assessment of the impact on socio-economic development). The National Assembly’s agencies, including the Committee on Science, Technology and Environment, treasure the support and cooperation of international organisations, and their provision of quality consultation information based on scientific research and well-established practice, which build a foundation for our advices to the review and finalisation of the legal framework, particularly the National Assembly’s laws and resolutions, and for the National Assembly’s enhanced supervisions over the Government’s ministries on the implementation of the state’s directions and policies on sustainable energy development./.
